Bear in mind that each reduction will not yield a linear increase in time. Then you keep going with regions always finer, 0.5, 0.3, 0.1.etc. Select regions by type of refinement, so one mesh region object should be named "rough" and perhaps have a factor of 0.8 (0.8 x base cell size in previous step), select regions that need a slightly better calculation resolution. Then you select the mesh object in the tree, and use the mesh region tool. This will be fast but will not cover all areas. When you create the mesh, at first, use a coarse but reasonable cell size, in your case 0.25 - 1 mm should work. The whole model does not need to be meshed finely.
